In Bulgaria there is corruption (like in many other countries), and the company for heating (which is general, pro building, with individual counters for each radiator that have to be regularly checked) was most probably not selected for providing the best service for people. Even if the police sealed the door of the apartment where my father died, even if I have witnesses (like neighbors) that can confirm it was sealed 3 years ago, and it remained sealed until now... Even if the police itself can confirm that they sealed it with a document... The company still wants over 13.000 € from heating, even if no fucking body used part of it (and was never wasted). Why? Because if no technician from their shitty company could visit the apartment to make the regular control every year, they automatically assume and count as if every radiator was constantly set on max.
